Malcolm Shepherd

Malcolm Shepherd was raised in Jackson, Mississippi. He attended public schools in Jackson and graduated from Sam M. Brinkley High School, where he was President of the Student Body in his senior year. After high school, Malcolm joined the United States Marine Corps. Upon completing his military obligation, Malcolm returned to Jackson and attended Jackson State University, earning a Bachelor of Arts in Political Science with minors in African-American History and Pre-Law. He continued his studies at Jackson State University, earning a Master’s degree in Community and Economic Development Planning. While earning his Master’s degree, Mr. Shepherd was selected as a National HUD Fellow.
After leaving Jackson State University, Mr. Shepherd was selected as a National Urban Fellow and furthered his studies at Bernard M. Baruch College, City University of New York. He earned a second Master’s degree in Public Administration, concentrating in Public Finance.
Mr. Shepherd’s work experience spans the fields of urban and regional planning, finance, housing planning and development, community planning and development, design, construction administration, economic development and housing policy, sustainability, energy efficiency, and green developments, and building inspections.
Mr. Shepherd was the first African-American Loan Officer with the Mississippi Business Finance Corporation and has developed economic development programs benefiting the State of Mississippi that includes: Mississippi Minority Surety Bond Guaranty Program and the Mississippi Minority Loan Fund. Mr. Shepherd is a published author on business development, housing, and economic and community development. He served as Economic Development Policy Analyst on the staff of Ray Mabus, Governor of the State of Mississippi.
Mr. Shepherd has practiced development planning since 1992 and served as Development Director for Full Spectrum NY, a real estate development firm from 2007 till 2013. He is has owned his urban and regional planning firm for 30 years and is a community and economic development consultant.
Mr. Shepherd has lectured and conducted seminars in the fields of Community Development, Housing Finance and Planning, Economic Development, and Urban and Regional Planning at the Jackson State University, University of Mississippi, Millsaps College, Tougaloo College, RUST College, University of Arkansas, Alcorn State University, Hinds Community College, Utica Community College, and Mississippi Valley State University.
